Understanding the True Cost of Providing Quality Child Care in Hawaiʻi

Early care and learning advocates and service providers in Hawaiʻi are working to identify the true cost of providing quality child care for children birth to kindergarten across the state. The primary component of the Hawaiʻi Child Care Cost Modeling (CCCM) project involves the collection of information directly from licensed, community-based child care programs. The Child Care Provider Survey is designed to collect data on the expenses needed to sustain services, as well as any and all revenue sources that support child care services.

The success of the Hawaiʻi Child Care Cost Modeling (CCCM) project depends on the participation of our child care providers.

Child care providers are strongly requested and encouraged to complete surveys as soon as possible.

Child care programs are eligible for $100-200+ gift cards

In appreciation for the time and effort required to complete surveys, child care programs/providers submitting surveys will be eligible for gift card incentives.  Gift cards are guaranteed to the first 50 child care center-based respondents and first 25 family child care respondents, and will be distributed by random drawing thereafter.

About Hawaiʻi’s Child Care Cost Modeling (CCCM) Initiative

Key early care and learning systems advocates and service providers in Hawaiʻi are working to identify the true cost of providing quality child care for children birth to kindergarten across the state through a child care cost model for licensed centers and registered family child care homes.

A Hawaiʻi coalition of state partners was selected as part of a national cohort to receive Childrenʻs Funding Project (CFP) supports for building capacity and expertise to complete the child care cost model in Hawaiʻi. Information will be used to drive policy solutions and funding priorities to improve access to high quality child care and early learning in Hawaiʻi.

  • A cost model is an approach to measuring the true cost of implementing and maintaining a service or program

  • Cost modeling information will be used to drive policy and funding solutions to improve access to high quality child care and early learning in Hawaiʻi.

  • The project is being co-led by Early Childhood Action Strategy and the City & County of Honolulu, in collaboration with the County of Maui, Hawaiʻi Childrenʻs Action Network (HCAN), Hawai'i Early Childhood Educator Excellence and Equity (ECE3) Project - University of Hawaiʻi at Mānoa College of Education, the Hawaiʻi State Department of Health and Department of Human Services., Learning to Grow - Windward Community College, and People Attentive to Children (PATCH).
