Each core content team is collaborating on efforts around a shared focus area and brings together subject matter experts and practitioners from public and private sectors. Teams are co-convened by government and non-government partners.

Core teams and their workgroups identify goals, objectives, strategies and implementation partners to address needs in their focus areas. All teams within the network can incubate solutions and then transition successful solutions to state, county and/or nonprofit entities. 

The six focus areas were identified through the Executive Office on Early Learning’s 2012 strategic planning process. Early Childhood Action Strategy (ECAS) is modeled after Lisbeth Schorr’s Pathways to Third Grade Success framework, housed at the Center for the Study of Social Policy (CSSP).
