Major themes of system behavior
At the All Network Meeting in November 2022 we asked ourselves: “What is enabling and inhibiting quality outcomes for Hawai`i’s youngest keiki?”
As participants brought together their individual reflections, we worked together to cluster and notice themes that were rising to the top. Each of these themes, and the ideas that made them, were recorded and used to define a final list of the most important forces influencing how our system works.
They are:
Theme 1. Strong leadership and mission (enabling)
Theme 2. High sense of importance and attention to the issue of early childhood development (enabling)
Theme 3. Practice of deep listening and collaboration (enabling)
Theme 4. Presence of trauma and colonial legacy (inhibiting)
Theme 5. Structures that stifle collaboration and progress (inhibiting)
Theme 6. Lack of understanding and ability to share data (inhibiting)
Theme 7. Challenges to workforce health and capacity (inhibiting)
Theme 8. Lack of supportive policy and resource (inhibiting)
