Ted Burke
Comprehensive System of Personnel Development (CSPD) Lead
For over 30 years, Ted has provided consultation throughout the United States, focusing on early intervention, professional development, and systems development. Ted joined the ECAS Backbone team in 2025 to serve as the CSPD Lead, collaborating closely with the Department of Health's Part C, the Department of Education's Part B, as well as government and non-government partners, including individuals with lived experience.
In addition, Ted works with the Frank Porter Graham Child Development Institute at the University of North Carolina, providing consultation for the Early Childhood Technical Assistance Center (ECTA). Ted has consulted with various organizations, including the BUILD Initiative, Hawaii Community Foundation, the City and County of Honolulu, the Early Intervention Training Program (EITP) at the University of Illinois Children's Research Center, the Center on Disability Studies at the University of Hawaii, the Early Childhood Personnel Center (ECPC) at the University of Connecticut, KCAA Preschools of Hawaii, Easterseals Hawaii, CQuest America, and UCP of Greater Chicago.
Ted serves on several local, state, and national advisory boards dedicated to providing services for young children and their families. He is a Past Chair of the Division Relations Committee (DRC) of the Council for Exceptional Children (CEC), a Past President of the Executive Board of Directors for the Division of Early Childhood (DEC), and one of the founding members of the Early Intervention-Early Childhood Professional Development Community of Practice (EIECCoP).
